Rejected unless reachable from the item's current status: PENDING→AVAILABLE/CANCELLED, AVAILABLE→RUNNING/CANCELLED, RUNNING→COMPLETED/FAILED, FAILED→AVAILABLE; COMPLETED and CANCELLED are terminal. Moving to RUNNING stamps actualStartAt (first time only); moving to COMPLETED stamps actualCompletionAt.
