Document permission flags. All true for an unencrypted document.

extractContent	Boolean!		Whether text and graphics may be copied out of the document

modifyAnnotations	Boolean!		Whether annotations and form fields may be added or changed
modifyContents	Boolean!		Whether page content may be altered — required for prepress fixes such as imposition or box correction
printHighQuality	Boolean!		Whether full-resolution printing is permitted. False blocks plate output — print-blocking under PDF/X, which prohibits encryption entirely.
printLowQuality	Boolean!		Whether degraded (low-resolution) printing is permitted
