A versioned production plan defining how a job will be manufactured

createdAt	ISO8601!		ISO-8601 timestamp at which the plan was first created. Preserved across upserts of the same plan.
id	ProductionPlanID!		TypeID of this production plan (ppl_…).
jobId	JobID!		TypeID of the job (job_…) this plan manufactures.
name	String!		Human-readable plan name. Never empty.
status	ProductionPlanStatus!		Lifecycle state. Only one plan per job may be ACTIVE.
updatedAt	ISO8601!		ISO-8601 timestamp of the last write to the plan, including writes that only replaced its planned operations or edges.
version	Int!		Monotonic version of this plan within its job, starting at 1. Each newly created plan for a job takes the job's highest version + 1; re-upserting an existing plan keeps its version.
